Cutting a stump level with the lawn is the cheapest way to make a removal look complete, and it is why so many gardens have a flat wooden disc in them that the mower hits every summer.
Three things happen to a stump that is only cut flush. Many species sprout straight back from the collar, so you get a ring of shoots to cut down every year. The root plate stays where it is, which rules out planting anything, laying a patio or putting in a fence post anywhere near it. And as those roots eventually rot, the soil above them settles, leaving a dip in the lawn some way out from where the tree actually stood.
Grinding takes the stump down below grade — far enough that there is soil, not timber, where the surface will be. The grindings can be carried off or used to backfill the void, and the ground gets levelled so it settles evenly rather than sinking in one spot. After that you can seed it, plant over it or build on it.
It is worth doing at the same time as the removal, while the machine and the crew are already on site. Coming back for it later is a separate call-out, and it costs more.
